Creamy Jalapeño Popper Mac and Cheese

- 8 slices bacon, cooked and crumbled
- 4 jalapeño peppers, seeded and diced

- 1/4 cup all purpose flour
- 3 cups whole milk
- 4 cups shredded sharp cheddar cheese
- 4 ounces cream cheese, softened
- 1/2 cup panko breadcrumbs
- 2 tablespoons melted butter
- 1/2 teaspoon garlic powder
